Personal care and OTC manufacturers

Personal care and OTC manufacturers for growing brands

Sunscreen, deodorant, soap, oral care and hand sanitizer. What to require when your product is an OTC drug, the questions to ask, and US makers whose own websites back every claim we list.

What to require from personal care and OTC manufacturers

An FDA drug establishment for OTC products

Sunscreen, antiperspirant, fluoride toothpaste, hand sanitizer and acne products are OTC drugs in the US. The plant that makes them must be registered with the FDA as a drug establishment, and each product must be listed.

Drug cGMP, not only cosmetic GMP

OTC drugs are made under 21 CFR 210 and 211: release testing of every batch, validated processes and a quality unit that signs off. Ask how many OTC products they make today and when the FDA last inspected them.

Expiry dates backed by stability data

OTC drugs generally need an expiration date supported by stability testing. Ask who runs the stability program, how long it takes, and what date you can print at launch.

Tested claims

SPF, broad spectrum and water resistance claims on sunscreen have to be tested by FDA methods. A stock SPF formula the maker has already tested saves most of that time. Ask who owns the results.

MoCRA for the cosmetic products

Deodorant without antiperspirant, body wash and most soaps are cosmetics, so the facility must register under MoCRA. True soap made from fats and lye and sold only as soap is regulated by the CPSC instead.

Lot records you can trace

Each drug lot must trace back to its active ingredient and component lots. Ask how they code lots and how fast they can pull every lot made with one raw material.

Questions to ask before you sign

  1. Is the facility registered with the FDA as a drug establishment, and when was it last inspected?
  2. Which OTC products do you make today: sunscreen, antiperspirant, toothpaste, sanitizer?
  3. Is this a stock formula or custom, and who owns it?
  4. Who runs stability testing, and what expiry date can I launch with?
  5. Do you arrange SPF and other claim testing, and who holds the reports?
  6. Who handles drug listing and the NDC number on my label?
  7. What is the minimum order per SKU, and do you fill into my components?
  8. How do you assign lot numbers, and how fast can you trace a lot to its raw materials?

Frequently asked questions

Is sunscreen a cosmetic or a drug?

In the US, sunscreen is an OTC drug. It needs an FDA-registered drug facility, drug cGMP, a Drug Facts label, tested SPF claims and an expiry date. A tinted moisturizer with SPF is also a drug.

Is deodorant an OTC drug?

Antiperspirant is, because it reduces sweat. Deodorant that only controls odor is a cosmetic. Many natural deodorants are cosmetics for that reason, so check how your product will be labeled before you choose a manufacturer.

Can a skincare manufacturer make my sunscreen?

Only if its facility is registered as a drug establishment and runs drug cGMP. Many cosmetics plants are not. Ask directly and ask for their recent OTC production, not just their cosmetics experience.

Why does a personal care brand need lot and expiry tracking?

Expiry dates decide what you can still sell, and a complaint or recall means finding every unit from one lot fast. That means keeping lots, expiry dates and orders together across your manufacturer, 3PL and retail.
